When Timor–Leste became the first new nation of the 21st century in 2002, one of the many decisions that needed to be made concerned language. Timor–Leste is a country of around one million people, with at least 16 indigenous languages and three foreign languages contributing to its multilingual character. For reasons related to its 400-year colonial history and the resistance to Indonesian occupation from 1975 to 1999, the new constitution declared that Portuguese would be one of two official languages, the other being the indigenous Tetun Dili. The choice of Portuguese rather than English was controversial, and criticised in some quarters, for it appeared to defy geographical location (e.g. Savage, 2012). The South China Sea is waters that extend from southwest to northeast and are geographically limited in the south at latitude three degrees south between the islands of Sumatra and Kalimantan in Indonesia which are a global conflict zone involving many countries. China's Belt and Road Initiative (BRI) is a strategic project involving infrastructure development and economic cooperation between China and various regions, including the South China Sea. BRI will connect Asia including Indonesia, Africa, Oceania and Europe with various infrastructures that are being built. Este trabalho teve como objetivo analisar o posicionamento de universitários das regiões norte e nordeste do Brasil sobre os direitos humanos (DH) e a relação desse posicionamento com suas atitudes institucionais, suas simpatias ideológicas e o contexto social em que vivem. Participaram deste estudo 832 universitários do norte e nordeste brasileiro, de ambos os sexos, que responderam a um questionário, contendo escalas que mediam julgamentos sobre 30 direitos, 15 instituições e 10 idéias políticas. Os resultados de uma análise fatorial dos componentes principais sobre os dados referentes aos direitos mostraram a existência de cinco fatores. Os resultados de uma análise de regressão múltipla revelaram a influência das atitudes institucionais e das simpatias ideológicas sobre o envolvimento com os DH; e a influência positiva da região sobre o direito ao protesto social. Os resultados foram discutidos com base em trabalhos empíricos, realizados a partir do referencial psicossociológico.

Reconciliation involves rebuilding relationships among people and groups in society and between the state and its citizens. The protracted conflict in Somalia had devastating effects on Somali citizens. Formulating a genuine social reconciliation model that can contribute to trauma healing, trust building, and an enabled environment for forgiveness and sharing narratives continues to pose daunting challenges to peace and state-building in Somalia. This paper provides analytical thinking by coalescing traditional Somali reconciliation approaches and modern peace-building principles. It attempts to establish a new model based on Somali cultural norms and values. The paper pinpoints the legal, institutional, and political issues that are prerequisite for any viable and successful social reconciliation. It recommends capacity development of public institutions mandated to facilitate and oversee national, regional, and local reconciliation exercises while underscoring the pivotal role of women and other members of civil society.

Timor-Leste é um país agrícola onde a maioria da população (85%) depende do sector primário para a sua sobrevivência seja através da agricultura, floresta e pecuária, seja da pesca. O feijão mungo é um produto agrícola com alguma representatividade na alimentação da população timorense. Com o objetivo de analisar a produção e a comercialização do feijão mungo, nomeadamente, o rendimento dos agricultores, a utilização dos recursos, as formas de financiamento e a comercialização e respetivos custos e fazer sugestões de melhorias futuras para a agricultura familiar no suco de Leolima, foi desenvolvido um estudo suportado no método descritivo. Using formative research to guide the planning and implementation of home fortification programs is critical if they are to achieve the desired level of acceptance and coverage by the target beneficiaries. To explore contextual factors that could influence acceptance, delivery, and use of micronutrient powders (MNP) in Aileu District, Timor-Leste. Two focus group discussions were conducted with mothers of children 6 to 23 months of age, and 56 in-depth interviews were conducted with mothers (n = 18), fathers (n = 14), grandmothers (n = 14), health workers (n = 8), and Catholic catechists (n = 2). These were followed by a 14-day usability trial during which 45 mothers fed their children MNP daily and were interviewed about their experience. Participants were selected from three villages. Quando viera para o arquipélago ignorava tudo, até as estatísticas locais de longevidade familiar. Nem sabia que, a crer nelas, iria ter a sua vida condicionada e drasticamente reduzida pelo mero facto de ali habitar. Estava preocupado. Acabara de saber que ia viver menos do que esperava. O Diário dos Açores, o quotidiano mais antigo do arquipélago, fundado em 1870, na sua edição de 19 de Janeiro de 2006, afirmava em artigo assinado por Manuel Moniz: "Açores entre as regiões onde se vive menos…" Os Açores estão entre as regiões do país onde a esperança média de vida à nascença, em 2004, é mais baixa. No entanto, é possível que seja uma questão de ilhas: a Madeira está ainda ligeiramente abaixo dos Açores-ou seja, em média vive-se menos tempo nas ilhas do que no Continente. Em 2004, a esperança de vida para as pessoas nascidas nesse ano é de 74 anos nos Açores, menos 4 que a média do país, que é de 77,8 anos. Os números do Instituto Nacional de Estatística não explicam o porquê-mas são os números oficiais. Se será da humidade, das preocupações, da falta de médicos ou de um nível escolar mais baixo, isso terá de ser o leitor a concluir. Os números apenas dizem que é assim: cá vivem-se quase menos 4 anos do que a média nacional. Apesar de tudo, a situação tem melhorado nos últimos anos. No triénio 1992/1994, a esperança mediana de vida açoriana era de apenas 70,44 anos (mais ou menos 70 anos e 5 meses), o que significa que em pouco mais de uma década esse valor melhorou 5%.

A linguagem verbal não é um bloco homogêneo. Aiming to characterize the way Portuguese Public Higher Education Institutions use Communication Technologies (CTs), the ongoing project at University of Aveiro TRACER will apply a national online survey, therefore developing a prior pilot-study undertaken with validation purposes. This paper describes and summarizes part of the work developed within the pilot-survey, which includes a theoretical review outlining the context of CTs use and its impact on teacher training. First results of the pilot-study, which included four institutions, will be used to present institutional perspectives about CT use. The responses cannot be generalized as wide-reaching statements, but they already reveal that higher education institutions are making an effort to bring together policies and practices. The Department of Pharmacy is a part of the hospital that is responsible for managing drugs which includes the selection, procurement, distribution and use of drugs. This study aims to analyze the level of efficiency of drug management in the Pharmacy Department of Hospital Nacional Guido Valadares (HNGV) Dili. TimorLeste. The research uses descriptive designs for retrospective and concurrent data. Retrospective observations include planning and drug use reports, financial reports, drug procurement reports, invoices, stocktaking reports. Concurrent observation includes the average waiting time for patient prescription services. Data is collected quantitatively and qualitatively. Este artigo compara o culto aos Terafim na religião doméstica do Israel Antigo, e o culto aos ancestrais, expresso na casa sagrada “Uma Lulik”, na religião familiar timorense. De acordo com as pesquisas atuais, os Terafim eram os ancestrais divinizados, cultuados em cada linhagem familiar de Israel. Na religião doméstica timorense Uma Lulik é o local em que se dá a presença das divindades, dos antepassados sacralizados, Lulik. Este artigo usa análise qualitativa e bibliográfica e se fundamenta em estudos histórico-antropológicos e arqueológicos. O reconhecimento do culto aos ancestrais como ponto comum pode facilitar o encontro, o diálogo e o respeito entre as práticas religiosas timorenses e cristãs.

Introducción: la resaca de alcohol se refiere a la combinación de síntomas mentales y físicos negativos que pueden experimentarse después de un solo episodio de consumo de alcohol, comenzando cuando la concentración de alcohol en sangre se acerca a cero. Las resacas generalmente no se consideran dañinas y han recibido poca atención científica a pesar de ser la morbilidad relacionada con el alcohol más frecuente. El objetivo de este trabajo fue revisar el concepto de la re-saca ocasionada por el consumo de alcohol, su fisiopatología y tratamiento. O presente artigo discute o reconhecimento de novos sujeitos de direito do ambiente no quadro do constitucionalismo angolano. Nele, defendemos que a questão dos novos sujeitos de direito do ambiente não era colocada no quadro da Lei Constitucional de 1975. Sustentamos que a norma sobre a proteção do ambiente na Lei Constitucional de 1992 era embrionária na admissibilidade de novos sujeitos, mas depois veio a ficar expresso na Constituição de 2010. Defendemos ainda que as normas constitucionais sobre a proteção do ambiente reconhecem expressamente às futuras gerações como novos sujeitos de direito, mas deixam dúvidas quanto a consagração dos direitos dos animais e outros seres não humanos. SAFEnet’s latest research reveals how civil society played a role as a “sparring partner” in advancing the use of safe and secure COVID-19 surveillance technologies to tackle the pandemic in six Southeast Asian countries, Indonesia, the Philippines, Singapore, Vietnam, Timor-Leste, and Myanmar. This was however more observable in countries where space and opportunity for civil society to shape digital policies were more available.

This report also highlights the need for the authorities, together with non-state groups, to articulate how existing standards, such as the Siracusa Principles, can be applied to the use of digital technologies during public health emergencies.

Chapter VII has only been invoked twice for the establishment of international territorial administrations, in East Timor and Kosovo. Despite the institutional and political heritage of similar operations under the League of Nations and the United Nations framework, these two operations, seem to be established not only in an institutional vacuum due to the absence of a definition in the Charter, but also in an unsystematic manner, following a case by case approach in the selection of territories to be administered, the means for the implementation of ‘international governance’ and the final goals of these operations. Introdução: Os acidentes de trânsito representam uma séria questão para a saúde pública brasileira, já que são responsáveis por alta morbimortalidade de adultos jovens, principalmente entre os usuários de motocicletas. Objetivo: Analisar o perfil dos acidentes de trânsito com vítimas não fatais que geraram internações nos hospitais de Porto Velho - RO, Amazônia Ocidental. Metodologia: Trata-se de um estudo transversal realizado entre agosto de 2015 a março de 2016, por meio da utilização de um formulário on-line com 34 questões que versaram sobre dados sociais, dados do acidente, dados de lesões e traumatismos, dados sobre condutores de veículos e dados de crianças enquanto passageiras. Foram entrevistadas 310 vítimas. Resultados: Houve predominância do sexo masculino 79% (n = 236). A idade média dos indivíduos foi 35 anos.
